Welcome to Whatcom Community College TRiO Upward Bound!

Upward Bound students are carefully chosen for this unique experience. Our vision is to empower each student to become a leader, a person of accomplishment, and an excellent representative of the Upward Bound program for many years to come. 

Who we serve

Upward Bound is a federally funded TRiO program created to assist high school students who are income eligible (as defined by federal guidelines) and/or who have parents who have not received a four-year college degree.

Upward Bound students meet the following eligibility requirements

• U.S Citizen or Permanent Resident.
• First-generation college student (neither parent/guardian has a 4-year degree) and/or meet certain income guidelines.
• Are committed to remaining involved in the program until graduation from high school.
• Are a 9th - 12th grader with an interest in pursuing a four-year college degree.
• Are currently enrolled in the Nooksack Valley High School, Ferndale High School and Mount Baker High School districts.

Interested in joining Upward Bound?

Students interested in joining Upward Bound are required to complete an application and interview process. Hard copy and online application forms are available.

Application packets are provided by Upward Bound staff or may be picked up and dropped off at the following locations:

• Nooksack Valley High School: Counseling Center
• Ferndale High School: Mrs. Gholam in the Counseling Center
• Mount Baker High School: School Counselors: Ms. Lee or Mr. Marston

Application process

Step 1: Complete Part 1 of the application on-line application available at Public URL:

Step 2: Student references complete recommendation survey sent to them by Upward Bound staff
Step 3: Applying students grades and test scores are collected from school and/or student by Upward Bound staff
Step 4: Upward Bound staff reviews all application materials, including, references, grades and test scores before students are given notice or program admittance status
